A Wii U can show a controller-pairing screen without being ready to pair its GamePad. Nintendo gave the console's SYNC button two different routes: one for controllers such as Wii Remotes, another for the screen-equipped GamePad. Getting the wrong screen does not, by itself, mean your replacement controller is broken.
Before shopping for another GamePad or repeatedly pressing buttons, check the hardware region, the pairing screen and the difference between a power problem and a connection problem. Those are three separate checks. A glowing light is encouraging, but it is not a complete hardware test.

Start with the region before the SYNC button
Nintendo's accessory compatibility notice explicitly says the Wii U GamePad is region-locked and will not function properly with a Wii U console from another region. That is a GamePad restriction, not merely a warning about which game discs the console accepts.
For a used replacement, ask the seller to identify the controller's region and show its identifying label. Compare it with your console's region before buying. “Works with Wii U” leaves out the part of the description that can decide whether it works with your Wii U.
Also establish what is actually included: the GamePad, its stylus, the appropriate charging equipment and any stated extras. A controller-only offer should be evaluated as a controller-only offer. Do not price it in your head as a complete working console bundle.
For an existing setup, reach the GamePad pairing screen
The Wii U operations manual, page 16, distinguishes the two SYNC paths while the Wii U Menu is displayed. One press opens pairing for controllers such as Wii Remotes. Press the console's SYNC button twice for a Wii U GamePad.
Use Nintendo's GamePad pairing instructions for the sequence:
- Turn on the Wii U console and GamePad. Turn off other Wii U consoles or GamePads in the household while doing this.
- Press the console's SYNC button twice.
- Use the GamePad stylus to press the SYNC button on the GamePad's back.
- On the GamePad, enter the symbols shown on the television, in order from left to right.
If the GamePad is charging, Nintendo says to leave its AC adapter connected until charging finishes. If its screen is off, turn it on before pressing SYNC.
Initial setup is a different screen flow. Nintendo's first-time setup instructions walk through powering the devices, pressing the console's SYNC button, pressing the GamePad's rear SYNC button and entering the television's symbols. Follow that setup flow when configuring a console for the first time. Do not substitute random extra button presses for the prompt in front of you.

If pairing fails, narrow the problem
For the red-X connection screen, Nintendo's pairing guide says to press the console's SYNC button again and repeat the symbol-entry step. It also advises moving closer to the console. Start there rather than declaring a radio failure from one unsuccessful attempt.
Nintendo's separate sync troubleshooting page recommends an open console position and checking for interference. Its examples include placing the console behind a TV, in or under metal, near a large container of water, or close to other wireless equipment.
The same page gives a reset sequence: unplug the console's power cord for at least 30 seconds; switch the GamePad off by holding POWER, wait 15 seconds, then turn it on again; reconnect and start the console, then retry pairing. Read the linked instructions in full before following the sequence.
If the failure persists, Nintendo uses a second GamePad as a diagnostic comparison. Use a compatible replacement for that check: one that pairs points toward the original GamePad, while another that also fails points toward the console. That is a useful comparison, not a reason to buy replacement parts without testing the combination first. Nintendo no longer accepts service requests for Wii U hardware or accessories.
Pairing is only the first test for a used purchase
After a successful connection, ask to see the display, touch input, sticks and buttons working. Test the experience you intend to buy, rather than accepting a photograph of a powered screen as the final answer.
The manual says System Settings are configured through the GamePad touch screen. That makes touch operation a practical ownership concern beyond whether one game happens to accept another controller. Charging also deserves its own demonstration: the manual documents the GamePad's adapter connection separately from pairing.

For a seller's demonstration, agree on three clear questions: does this GamePad match the console's region, does it pair with that console, and do its controls and charging work? Keeping those answers separate makes an uncertain listing easier to evaluate. Do not leave the connection test to guesswork after the purchase.
